
I don't think it does either.
ATA only effects with EVA. For ATA effects your chances of hitting, while EVA effects your chances of dodging. So, if you have high ATA you can hit your opponent, but if your opponent has high enough EVA he can dodge your attack and it'll say "miss".

i beleive not everytime the npc's have the required atp or ata to use the weapons that they have

ata-atack acuracy
Considering they do not use Mags, yet at level 16 Bernie can use ... is it Flame Visit, or Burning Visit? Either way, it's too strong for an un-tweaked character to use.
Yep, especially the Zanbe with that old guy on the Quest Kill 10,000 monsters.

yeah, but that's maybe because when we find that weapon we always assossiate with bernie, same way soul eater is related to KIREEK, nei's claw to sue and twin brand/stag cutlery for ash, if we see things this way all the other npc's are not very important due to common weapons like autogun or so (exept for elenor the female mag maniac)
Donoph Baz only uses Zanba in ultimate difficultly level. On others he uses Last Survivor.
Oh, will I guess I play Ult. mode too often and forgot about that.

If you look in one of the caves quests there is a hunewearl holding a standard rifle of some level.
That's in the quest with Math Grave, where she wants to find Blant.
I kinda wish there was a legit way for Hunewearls to use rifels, but then they would be Ranewearls huh.
