EDIT: if you think im being a little harsh, every RPG i have played that involves multiplayer i get annoyed by beggers 24/7, it got so bad i quit one of the games, im not going to let beggers thrive in PSO! *pulls out Colt .45*

when you make a name the game calculates the id, this affects common drops, mags AND the rare items you will find later

so you see, each id has a set of pre-determined rares that are unique to each id,no you can't get everyrare, but you can trade in order to obtain them.

example
oran finds.....and.....and.....and....
bluefull finds other items.
