And where do you find mag cells?

EP 1 & 2 mag cells can only be found online from holiday rappies during certain special events/periods. Refer to the seasonal monsters guides for time periods. Haloween mag cells can also be found from pumpkins from Jack O' Lantern Quest for JP PSO Ver 1.1

i wouldnt be able to find no mag cells ?

Correct, you won't find any.

Rare mags are possible with the 4th evolution mags, but many rare can't be obtaining just by feading, you need a mag cell wich unfortunatly only drops online.

Oh, those are exclusive to PSO Blue Burst, mag cell is liberta kit if i remember correctly.

If you do find the mag cell, here's the condition to aply it:
- Level 100 Mag (Not available for Androids)

is there a certain section id
to find that or can you find it anywhere
or really really rare?

Saint rappy is the replacment for the love rappy in temple during the seasonal event.

No matter what id or difficulty the odds of getting the saint rappy and the rare are the same, after you get the present you need to open and once you do it picks randomly a mag cell for you.
