Looks to be a glitch or hack.
Its was once a Amplifiers.....you know, for those techs but Schthack server took them out to add better ones. So its for nothing now, so you can just throw it away.
At the moment they have no use at all and like liu bei said it's one of the amplifiers.
Keep it for collection or just sell them.
