is it true you only start to find the better rares on ultimate once you are past lvl 100 as i am curently lvl 90 and rising and have found nothing yet not even a photon drop by the im oran

No,the about rares,the only thing that the level changes is the rarity of items you buy.

Nah,it only makes critical hits occur more times.

And with 95 Luck on Ryo...That's like every other hit is a critical. Or with a Chain Sawd, most every hit on one or multiple people http://www.planetdreamcast.com/psoworld <== this site has a great item findings chart for all section IDs. they even made a tabular chart to print that way you only use 1-2 pages rather than 12-13 >.<

weel then what can i do to get some rares and if one more person tells me to train harder i will destroy them and absorb there soul falz style

It takes time to find rares on your own, especially anything super rare, like Kasami Bracer, any Red weapon, etc. Just have persistence and do runs through the level in which the item you want is found. Soon enough the enemy will give up and drop the item for you!

i found my red saber in my first ever forest run. the first hildet that droped down wasnt a hildet but a hildetorr. but i dident know that it was rare then and killed it and then it droped it then i got excited about finding a hildet thinking that was rare lol
