i read on PSOW that rare things transform into common cards thatyou dont ae,and commoncards transform into rarer cards you dont have.
How high have you ot to be to get S rank cards?
heres the gist of card fluctation. You have lots of a crappy card they change to stop you keep getting that card and you are guaranteed if it works to get a better card you dont already have. But ive noticed rank affects the likelyhood of success as i never get a successful fluctation on an E but its much kinder with an S rank
This is not true. And there isn't a required CLv to get S or SS rank cards. It's all based on probability. So you could get an S or SS rank card at Clv1.

No you cant. In order to get S or SS from fluctation you need to have a lot of a fairly rare card which aint gonna happen if you are Clv 1

im clv 17 on and offline and i havent got one after 180 hours of play that give you some idea?
That doesn't matter. There's always a tiny chance. Ask any ep 3 expert.
The lowest rank card that can transform into an S rank is an R3, so you will need to have found/transformed an R3 to get an S rank from a transformation.
The lowest card level at which you will find S rank cards is 50 Online and 40 Offline, however Ivan is correct in saying there is a tiny chance at any clv as this line from the guide I am using says:

But you will need to have lots of R3 cards AND get it to evolve before you level up XD
No, there is always a small chance. The chance increases when you get more cards. (01-10 cards: 1.06%).
It would be wise to drop this now mastersword. As I have already said, it is very unlikely to get S/SS ranks at low card levels, but it is possible.
