Sorry. You'll have to wait until you're online to play on the Control Tower Quest. It's online only. I don't even think you can hack it, and even if you could, it would take quite some time to do.

PSO+ has CT quests offline, import it if you want it so bad.

I don't think PSO+ will be released outside of Japan.
