Your pb blast goes up faster if u do more damage to anything (or take more damage) including claws and recons but u probably cant notice it as much because of the low hp that they have unless ur in ultimate.

well i have a lv 200 madhu and 1 pb/generator and 2 pb/amplifyers
so the gauge fills up in abuot 10 beats
