As told by Omar i have calculated the probability of obtaining an S Rank card at level one.
I have based this calculation on the probability of getting a N3 card to change into R3 with between 1 and 10 of that card, which then in turn becomes an S rank card again using the probability for a flucation having between 1 and 10 of this card already. i have ignored the chance of getting the R3 card again because i dont know the probability of getting the card without a fluctuation which would not be possible as you get new cards from fluctations.
All probabilitys are expressed as a factor of 1, with 1 being certain and 0 being actually impossible.
N3-->R3 x R3-->S
0.0106 x 0.55 x 0.1 x 0.0106 x 0.55 x 0.02=
=0.000 000 006 797 778.
Despite managing this maths i cant convert it into a fraction XD
