You won't find many stupendous weapons or items, or monsters for that matter until possibly lvl. 30+. (with the exception of Psycho Wand and several others, which my bro. found @ about 25) So possibly that is the case with you, below such a level.
The Section ID and VIP game name 'tips' are BS, neither affect anything in Episode III.

accutally i think they do matter on what cards you find from which deck.
No offence meant, but you're wrong, it has been proven, way before the PAL game was even released.

What level are you, and what sort of games are you playing to get them? E.g. on / offline, battles, tournaments 1 or 2 player etc etc. What rank are you getting at the end of the battle?
If you can answer some of those, i may be able to give you a few pointers....
