Okay, answer to your first question is no, you do not need to buy another hunters license, just enter the same serial number for both memory cards. (Just remember that both memory cards cannot be online at the same time.
No, you cannot use temporary characters online, only in multi mode, if you want to use characters online from a different memory card, just do the above.
And yes, dial up users can connect with both Japan and US users. Just be sure to stay away from US Ship: Vega.
