Roulette? Ummmm im guessing this is online

It is online, and what's so amazing about a DB Saber with 20% hit when it doesn't even have a special?

I got Final Impact with 20% and and Meteor Smash, and plenty others actually, nut none exceeding 30% hit =/

I got 5 Black Gears, though, and 1 PD

How does the roulette work? Does it give you items with hit or something. I know about the coins and I herad of the Black Gear, but i dont know anything else....
