If u want my advice go get the soul eater.If u already started the process,resume from where u stoped.
But getting a soul eater takes SOOOOOOOOO LONG!!!!!!!!!!! Oh well I already started.

To get all the quests(offline) opened,u also have to have the game opened offline to the ruins(The same difficulty ur doing the quests).
But I do have the ruins on normal! Hey SnakeRaiden what lvl r u?
Some quests require you to clear other quests, as a prerequesite. If they don't come up, try clearing Addicting Food, Grave's Butler and Black Paper if I remember right. That should unlock some more quests.
