Has Anyone here Played Gotcha Force and if so Is the Galactic Emporer Unlockable?

ive played it and clocked it many times and g emporor is unlockable using cheats only

yea i have gotcah force also i think u havto a code or something cause ive beaten the game like 7+ and i never got em? he would be cheap anyway. i got almost all the borgs that fuse together
