I recently got some Mag Calls and was wondering how do u use it on a mag to turn it into something?

Can you get mag cells offline? If not, can you get'em in PSO+?

They are only avalible online. I traded for mine but I believe the only way to get them is from certain special event quests online that are not avalible in pso +.

U get em for the following gifts, Jack-O-Lantern,Christmas Present,Easter Egg, and when u drop em they look soo cool

So can you get those gifts offline?

No these items are only avalible in 3 quests that appear for about a month each year online ONLY.

I also beleive that there is a rare monster that also drops mag cells, is that like a ult love rappy or something?. Or is there no cells offline at all
