For the most part, all that can be said is that it's a predetermined algorythm that determines rare drops. A program that generates a unbiased result whenever certain events occur (i.e. killing an enemy, box, etc.) But if you think of it that way than it isn't "completely" random...only a matter of time and patience.
NOTE: Sounds like you've got an interesting choice of hobbies there DARKMATTER...good luck with your coin flipping!

sorry to jump in but thats not intirley right ya know because if you change ur gamecube clock to 1-2 in th morning and the intrnet timer on 1-player is near 600 or zero than i find it a lot easier to get rares...
its not cheating it just saves yur eyes from playin all night but my memory card on the other hand ...
it got trod on by my hefa sister and now i find and anyone playing with me finds loads of materials!!!!
how can it pick a random number without some sort of input?

Hey here's a tip, read Computer Fundamentals for Complete Morons. It's a well-known fact that a truly 100% random subroutine is impossible. Even Kefka (who I think hates me) would have to agree with me on that point.
