erm it would be incredibly hard (maybe even impossible) to create an error free OS
All OS will have errors, some less than others, but they all have them. the more complicated an OS becomes, the more likely it is that errors will occur. anyway, this has gone way off topic...

Like PSO, (he shoots, he scores), all you need is a little dedication and devotion, something which cheaters, (he shoots, he scores, again), will never have.
Exactly, theres always going to be cheaters, and errors in OS's. We cant change it, so dont waste your breath. The way forward is actually a new game, not tring to fix the old PSO. Its like trying to fix a broken glass with a hammer... Get a new glass!
That's the lazy person way of saying, "I can't be bothered to do anything about it", I could've said the same thing when I donated money to the Tsunami disaster aid, I could've just said, "well, there will always be water, so why should I do anything about it".
Incidently, please donate to the Tsunami fund if you can, they will appreciate every penny given to them.
