It is mainly because of HIM then, that PSO has become so...corrupt.
Most of the players online now, cheat. They have become as corrupt as the Pioneer 1 governemnt...
That is a big percent. So why don't the administrator's just kick them off.
Because the administators or moderators of the PSO Lobbies and stuff are lazy b@$t@rds. Literally, you hack: they do nothing.

oh...that guy is just using simple little codes. He's not an a**hole like Soulja is.
Soulja has been banned countless times and keeps coming back with either stolen HLs or stolen serials and acces keys.
They all steal guild cards, and then accounts, by the time theyre banned once, they have about another 50 serials. and ST refuse point blank to do IP bans.
I remeber when I called H I M a jerkoff in the Vega lobby (he was spamming) and he he stole my guildcard and from that got my serial number. Luckily my friend Jessie was an experienced hacker, more so than he. So he wussed out and promised never to use it again.

even with the serial you still need the pass to it, without that its useless
