i have found a 25,85,45,0,0 giset diska in ruins ult.i some how got all the %'s up 10. i have found a -5%,0,-10%,0,15 railgun before, i was happy then aswell

you can't get a -10%. you can only get -%'s by taking a +5% and tekking it down 10, which means the lowest -% you can get is -5%.

-10% isnt possible. All things can only be tekked up or down by 10%, but a category with 0% cannot be tekked up or down.
E.G.
IF you have a item with 10% on something, it can be tekked up or down by 5% or 10%. So, the possiblities are:

0% - Min
5%
10% - Starting percent
15%
20% - Max
