Yes I would think you can. I guess you would have the American version and connect to them first. I am not sure about how you obtain your hunters lisence though.

Well I have another doubt about getting online(ive not been able to get the modem yet). Well to get online what do i exactly need, i know i need the PSO game, the modem adapter (in my case), the hunters license, do i need any other thing? does the modem include some kind of cable or any othe stuff besides the modem?

I take it when you say you need a modem, youre on about the 56K Dial-Up connection Modem, and not Broadband. If so, what you need is what youve said and thats about it!
Nintendo Gamecube Modem Adapter (Comes with a phone cable)
Phantasy Star Online
A Hunters Liscense (Which you buy when your online)
And obviously a Nintendo Gamecube!
However, you will need to check the connection of your phone socket, i dont know about American users, but in Europe, the phone cable included with the modem is a RJ11 connector (Or something like that), you can buy adapters, their not that much, that allows you to plug that end into a normal phone socket, but like i said you might not need that.
