Cards, they use TP steal. If I could find one with 40-50 hit, I would keep it.

well i have a ORAN Force. All she finds are these daggers that she cant even use. I did find a Cross Scar with 50% hit once, that was cool

At least Partisans hit multiple enimies, Daggers only hit one and they suck against crowds(which is most of the battles youll fight in PSO)
