Yes, and the dependence on TP/fluids, and (depending on the character) rather bad stats in most places besides MST. Thus, forces are labeled for the "advanced player."
Sonic Saturn: You've been waiting for those gunners to drop their shields all this time?? Wow. Yeah, of course you can use techs... and other things. Try freezing, or paralyzing them... or using other special attacks, all of them can work (except drain specials like berserk, you'd still do 0 damage for those). But yeah, on Falz you should probably just mash the Foie button when he has his shield up... especially if you're a HUnewearl or a RAmarl (or a force, in which case you should probably just keep mashing the Foie button for the entire fight
). You may find that you do more damage with your Foie than with your weapons - heck, my RAmar and HUmar used their level-15 Foie on him and did about as much damage as their respective guns did with a heavy attack (roughly 105-110).
