If you go online through Dial-Up, after you've chosen your online game and character, it'll take you to a typical PSO loading screen, and then display it dialling up the internet access to your ISP as you'd normally connect to the internet on Dial-Up.

Thats exactly what it says... i've done it far too many times as you will no doubt be able to tell
When its connected it'll take you to the Lobbies. So in answer to your question, yes your Modem Adapter does dial up!

Though I haven't bought a modem adapter or anything yet, would I configure the settings first, or buy the Hunter's license first?

Yes, when you first turn on PSO with an adapter fitted, and go to play an online game, it'll ask you to load your internet settings. This is a file created on your memory card when you configure your settings such as ISP Dial-Up No., Username and Password, DNS Server settings, etc.
Although you can do either first, i'd suggest you get your settings configured first, and then dial-up the game until it takes you to the lobby screen. That way you know it all works fine and wont waste any of your Hunters License!

You'll probably STILL be lonely as I am a newb. :'(

1.) Is there a fee if I discontinue my Hunter's License?
