I need a "Heart of Chao" and "Twin Brand". I have no access to online game so are these items avaliable offline?

Twin Brand definitely is available offline; its got a reasonable drop for quite a few IDs, but the Heart of Chao, I don't really know..sorry.

Mag Cells on Gamecube are online only.

^So there is no way of getting the Chao Mag offline, not even finding it? Man, I can't wait till this summer when I can get online.

Mags cells can be obtained either online (as stated, my post wouldn't make sense without saying that) or you get a friend who does play online to come to your house and give you one that he/she has found .

If you want a Twin Brand, take a Skyly character on runs of Ultimate Temple. You have a 1/8 chance from the Barba Ray. The other IDs can't get it very easily...
