It could just be some random Forcely dude being a random Forcely dude. Chances are the image carries no real signifigance, and this topic should be abandoned you because if it was Cal, he'd be wearing a nametag so you know its him.

I don't actually think that's a FOmar... look closely, the character is almost all white. It's not a real character class. My guess is, one of the "ancients." That may also explain the origins of the Psycho Wand... maybe it was left behind by the ancient race? Ooh, mysterious.

Hm, I don't remember this screen being in the "URA Ending" of the Dreamcast version.
I think it is a FOmar. One with the long hair.
By appearance, it has to be Cal.
I can understand why you don't think it is, since there were no FOmars in Ep1, but all the others in the Ending were NPCs, so this should be a NPC and not some random guy.
Edit: It was in the Dreamcast Version 2. Even if FOmars didn't exist in the game, they had concept sketches of them already by then, so it doesn't rule out the possibility that it could still have been a FOmar.

I reckon it was the character of one of the creators of the game who first killed Dark Falz and they jazzed up the pic a bit a threw it in as an 'easter egg'. If they were an ancient, one they would appear in FF7 not PSO, and 2 they wouldnt look exactly human would they?

Could be Lutz/Noah...
...After all, the Psycho Wand of Phantasy Star 1 is Noah's weapon...
...And "Lutz", as a mighty Esper, would almost certainly take it upon himself to seal Falz.
Looking at the image, it is definitely the action of sealing Falz: The energy is blue, not black/purple, and the Psycho Wand specifically is glowing. It's probably Rune (The Lutz Esper of PSIV) sealing Falz on Ragol.
