I started playing PSO again on the X-Box (the 1st time I didn't play that far into the game) and I was wondering if you can still get most of the special weapons if I'm playing on multiplayer (offline).

Awesome, I was a lil worried cause i saw that some you need to do missions (one player im pretty sure) and i usually only play with my friend.

Actually, there are some items that can ONLY be gotten online. And the answer to your origional question is yes, all the same items and many more

Then again many items (like some of the rings) have been taken out to, but have usually been replaced or revamped so it's all good.

you can find rings in single player!?

Yeah, the ragol ring.

Since you can't do the offline quests you could do in single player, you can't get Akiko's Frying Pan and the Soul Eater/Banish.
