I was told by sources on the site the FS will never miss, however when I fight Sinow Berills/Spigells, Gees, and even ep 1 enemies like Vulmers the Speical missed. I have 209 ATA, and strongly disagree that some people think FS cannot miss.

Does the FS special rely on ATA?

Like any weapon in the game (except technique casting ones)

The special never misses IF IT HITS, D-U-H.
