Yea, DC rates are impossible. My level 109 Redria only nailed a Custom Ray Frame (Poison Lily, 11 stars). Heaven's Punisher must have taken a while. Well, you'll probably be relived to see the Heaven's Pun is probably much more common in GC then DC. And the Heaven's Pun, is pretty bad.

I don't see why people want a Heaven's Pun, theres not Tech bonus (coughs for P. Wand), not TP reduction (cough P. Wand), and no stat bonus (ahhh you get the picture). No, I don't have one but the special may take to long to obtain at times, 100 beats per special attack. How long does that take?
There's 1000 beats per day, so 1 beat = 1.44 minutes, so 100 is 144 minutes, or 2:24:00..... in other words.... to long.
The Heaven's Punisher is supposedly really good against bosses though because it hits them a bajillion times with one attack.... but then again, so does the Gi Gue Bazooka, and it's alot more common.

144 minutes? ehhh, does this really piss you off O-bake? because this wepaon is simply flawed.
The Heaven's Punisher's special attack works when the first number of the beat is even. That's half of the time. During those time periods, you have unlimited use of the special. I thought it was just so-so until I realized that unlike the bazookas, you can chain 3 of the special together. There's nothing quite like raining divine punishment on your foes with a tiny-tiny gun.

The Heaven's Punisher is flawed and not really worth the rarity. Sure, the special looks pretty, but it is a light-elemental attack, and thus not very useful on Ultimate where most monsters have high ELT, especially online.
Don't let that discourage you though, if you still really want it.
