you have to use luck materials to raise your luck. If youve reached your material limit then your outta luck.
Yeah level has nothing to do with getting more luck, only luck materials and units/weapons that boost your luck. A level 1 character could have 100 luck if given 45 luck mats right away.

do the ruins, there are plenty of materials in the ruins, yesterday did vhard ruins and there was a room with a few enemys and they left me 2 luck materials (in 1 room finding 2 lck materials , thats luck)
