I was gonna direct you to Ragol.co.uk for info (no one does that, I'm not even an exception) but we don't have the Red Ring stats. I can however tell you the drop is %0 (would be 1/37 for Whitill though if noy banned).
The RR isn't banned, it's just that they were never released so you can only get it by hacking. (and don't do that!)

I don't remember the stats, but they're very good, about the same as Tripolic Shield, plus it has +20 to all stats, and regenerates HP and TP.
