Well, here is what I know from personal experience.
You will either get that rare, or get Meseta or a crappy 1 use item like Monomate or Dimate.
evil dimates and mesata......from 3 mil lils i got a dimate and 2k meseta lol

Well, Psycho wand is impossible, the highest drop rate is for Purplenum, Mil Lily: 1/205 :S
