Because Androids and Newmen get more abilities.

Androids get Traps, which can be a lot more useful than Techs in the right circumstance (Guaranteed Freeze), have HP Regeneration, and because they have no Techs actually get more base stats, which balances out the material limit.

All Newmen, as Fabo said, can learn Techs up to at least level 20.
HUnewearls have the highest possible damage output of all the Hunters (In Single Player) because of their Level 20 Shifta and Zalure. Newmen can Regenerate TP (A useful trick since it helps save on Fluids), and get higher base TP and MST than Humans. (I don't know what the person who said the average Human could get high MST was smoking... Also their Strength never exceeds an Android's.)

I like both Newman and Android, but because I prefer Techniques over Traps, I'm going to have to pick Newman.

even with all those used, they still suck stat wise. So I do not consider that a valid arguement, they are not even.

Gotta love those RaCast's and HuCasts, HP Regeneration, The ability to see traps, anti-poison, increased attack......

Well, I don't think that the newman TP regeneration is really fast enough..... yeah, it's fast, but when a tech takes 40 TP, it still takes a while. It's also really hard to max out your stats with only 150 materials.

The grouping by race and not by class makes this kind of difficult to decide.... but I'll go with the humans... They get to use a bunch of materials, and they do get good stats.

Exactly!

I like Hunter Androids as well, because they do what a Hunter should do,
do damage.

But the lack of spells, like always having to carry a telepipe or having to luge Mono, Di, and Tri mates really gets annoying.
