What the hell I fought the rare last boss on my first ever attempt? *Checks* Oh my GOD!

is it released if not WHEN!?! and wich consoles !? and is there an offline mode?

It's released for Blue Burst, which is PC only. BB doesn't have an offline mode anyway since it uses server-side saving and is always online, but there is no One Player mode (which is the BB equivalent) for ep4 as far as I know.

Oh, and I have to say that Santemillion is pretty damn awesome. I hope I can find Kondrieu sometime as well.

I found Kondrieu on my first ever attempt! See screenshots on the other page, I didnt even know it was the rare last boss! Didnt drop anything good but it gave much exp. Almost ultimate stylee I think.

is BB free? except buying it in a store.

You don't buy BB in a store, you download the client free from http://www.psobb.com or a site like fileplanet or fileshack. You then have to pay the HL which is $8.99/£5.99 per month.
