Hey guys,
I'm new to Phantasy Star Online, I got it as a multiplayer dungeon hack me and a couple buddies could play in offline mode.
Here's my problem:
Started the game up, made a couple characters. Start a new multiplayer game in Offline mode... can't talk to anyone (except merchants) can't get a mission, can't do squat.
So on a lark I quit out and used one of those new characters in single player offline mode... then, in single player offline mode, I could talk to people - the hunters guild, etc. Got a mission. Yay!
Then quit, went into multiplayer offline mode. My buddy joined me, and behold! We could go on my mission together. But I still couldn't talk to the characters who dole out missions while in multiplayer offline mode...
So what's the deal?
In multiplayer offline mode, do we have to quit out, enter singleplayer offline mode to get a mission, and then quit out again and restart multiplayer offline mode so we can play together?
Seems kind of crazy, am I doing something wrong here?

well you cant do missions in multi-mode, You can only go down to Ragol.
to unlock more areas you have to play single player mode,and unlock them.
Also, no you can't chat to each other in offline multiplayer... afterall there's no point is there? If you're playing offline, even with wavebird controllers, you'd be in easy shouting distance of Player 2!
Does that actually work?
In Multiplayer offline, it's impossible to start a quest, or talk to anyone on board, except for the Medical Centre desk, the Tekker, the Check Room attendant and the Merchants. Thus, you cannot select a quest. This is normal.
In offline mode multiplayer, the Hunters Guild is only used for Battle Mode and Challenge Mode. It has no effect in Normal Mode. Hope this helps.
So, could you actually do the quest in offline multiplayer after quitting mid-quest? Did you have to go back to the Hunters Guild to get it?

I don't know if I can actually complete the quest, we spent most of our time trying to get it to allow us to play at all.
It didn't seem to let us go down to the planet until I had gotten a quest, although it won't allow transport unless we're both on the pad at the same time... but since I couldn't seem to go down to the planet with a new character until I talked to the director, maybe two newb characters are stuck doing nothing at all until they take a quest?
More experimentation I guess, but this would have been really helpful in the instruction manual. I might be a dolt but I couldn't find any help with any of this in there at all.
Player 1 has to have talked to the principal,to allow you to go to Ragol.
it wont allow you to transport anywhere new(use telepipe,main teleporter) becuase it would put toom much stress on the cube/xbox. you can use warps though.
Yes, both players must be in the same area. Therefore, you cannot go to a new level unless both players use the Transporter at the same time.

Sorry, I'm pretty new at this so I really don't understand the question... but if it helps, all I managed to do was to get a quest from the principal in single player, and then go into multiplayer and bring a friend along to Ragol. But I didn't finish the quest, ran out of time. Not sure if I could or not... I'll try more tonight & let you guys know what happens.

Sorry if I confused you. I thought that you meant a quest from the Hunters Guild as opposed to the main story quest which you receive from the Principal.
Offline Forest runs in Multiplayer with low level characters is fun...

You said that you had just made the characters when you started the first multiplayer game, right? That means you never did any single player.
In multiplayer, you can play in any level that Player1 has unlocked (or if you meet the level requirement for another difficulty, or if you unlock it in multiplayer; but that isn't important now because you were only level 1 in Normal), when you started, you had never done single player... so,
you didn't have any levels unlocked. Therefore, you couldn't play in any.
The first thing that happens when you start up single player for the first time is that you get the scoop on what has happened (big explosion, you have to go investigate) and
then Forest is unlocked.
So after doing nothing in the first multiplayer game, you tried single player, and unlocked Forest! Then you went to do a quest, but Saved & Quit without finishing it (that is irrelevant though).
So! Now that you had Forest unlocked on that one character, you started another multiplayer game, with that character as Player1, meaning that the two of you could go down to Forest and kill some Boomas.
The fact that you started a quest in single player means nothing at all, especially because you didn't finish it.
Also, when you played in multiplayer the second time and you actually warped to the level, you didn't do a quest. You were only doing a regular run through the level Forest. In single player, you can do regular run throughs as many times as you want, or you can beat each quest once, and after you've beaten all the quests one time, you can play them over and over too.
