you can draw manga-style with everything, even MS paint.
i guess artists use paintshop pro or photoshop for professional work.
there are also a lot oekaki-boards out there (some sort of program in the middle of MS paint and PSP that has everything you need to handdraw stuff).
when youre looking for guides and how-to's, i guess there are quite a few helpful sites out there.
specify your question and i'll see if i can dig out something helpful.

i ment , do you know of a programme other than paint that can draw skilled manga and could u provide a link aswell if u could.

manga is nothing more and nothing less than a certain style of storytelling.
i'm afraid i cant help you with your request unless you actually explain what you want the program to do for you.
if you want a program that assists your drawing (any style), try any oekaki program or paint shop pro.
