get rare items by killing enemies in various difficulties. there is a set chance, and nothing will affect that chance.

been playing the game 3 years, got lots rare items want to no mor about luck and beat time

Beat Time does not affect drops. Luck? I surely hope you dont mean the skill, as it has nothing to do with rare drops.

LCK does not affect anything but critical hits.
Now your skill actually can make it easier to get something... not that it decreases the rate, but it gives you more chances at that rate. Say if I did Doc's Secret Plan in 20 minutes, that would give 30 Sorcerer's per hour, and take about 30 hours to find a Sorcerer's Arm... but if I got that quest down rote, I could do it in 15 minutes, and get 40 Sorcerer's each hour... taking about 25 hours.
Of course that sort of thinking completely rules out the randomness of the drops. It assumes that after killing 900 Sorcerer's you will get the Sorcerer's Arm, and you will not get it before killing 900. (Which is wrong, BTW)
