It says from Gannons shop quest.

It's "Gallon's Shop" not Gannon's... anyways... yes you purchase it from Pagniti (Not Hopkins... Hopkins isn't good for anything >.>) And it makes Love Heart, Safety Heart AND Magical Piece.
