If you mean get to two player ultimate mode then simply all characters that will be playing must be 80. If you meant single player then just beat vhard falz.
Depends which version you're playing!
If you're playing Gamecube then you need to get through it in single player to unlock it in multi-player. If you're playing Blue Burst then you just need to be lvl. 80 or above.
Nuuu lee, its just 80 or above for GC, and on BB its 90 or above :3
dont you have to do all hte gov. quests as well in BB?

used to have to, after one of the updates, you just had to be the correct level :3

You totally 100% sure about that? I'm sure you could do Ult at any level as soon as you completed it on single player...

you could do ult at any level on single player as soon as you beat very hard falz on single player :3
for multi it is lv80+
