it is not the low cost (hp steal) but the fact that it steals hp, an armor is for protection and these armors do not do the same as others

I don't think androids equip armor that can steal hp.
i was thinking they meant more the fact that if they did (im not going to check!) loose HP, then just stand still for a couple of secs.

Yes, it's for protection, but it's too good to be true, so they had to find some way to balance it, and slow HP drain was all they could come up with Tongue. What penalty would you have suggested?
imagine a char with 1 million of hp, the armor does not kill but DRAINS
you are considering 3 things
an armor that decreases hp very fast
an armor that decreases hp slowly
and an armor with no hp cost

i only see 2 things, either it steals or not, no matter if is alot or a litle.
if the armor makes me lose hp just by walking, it is the same thing as sufering a hit from an enemy right?

No, you're not, because a hit from an enemy is closer to 400 damage, therefore losing 1 HP every 3 seconds is nothing in comparison.

So if you wear an armour that does not drain HP but since it has worse DFP monsters deal 500 damage to you, the armour that steals HP is better.
But you forget to factor in the different obsticals(sp?) along the route. Wheather it's traps, dead ends, or battle it would all take a consiterite amount of time. With that hp stealing armor I would consider it to be just s bad as an enemy attack.
also, zerking fails with HP draining armour >.>
