every enemy has a rare item, maybe 2 if the drops are boxes, both olga flow and dark falz do not have drops (exept on pso bb they activated the drops)
so aside that every enemy has an item, your just having bad luck.
do you see phonton drops?

If you're online, playing with hackers can sometimes set drop rates to 0.

well, go to the drop charts, find your common weapon type, then go to the item database and isolate 1 of the weapons, see the difficulties and chances, i just found flowens sword yesterday and didnt even know i could get it on hard! trust me, its most likely bad luck, i have REALLY bad luck, 20 temp runs and no yasminkov
i also cant seem to find a spread needle, but i have only tried a few times
