First off, it is not like online mode, except for the fact that you can create your own character. In Extra Mode, the only missions you can do are the missions that you have unlocked by playing Story Mode. You will not do any of the missions that are available online. From what I understand, the events that take place online are actually set quite a few years after the ending of Story Mode.
Second, to unlock Extra Mode, you must complete Chapter 4 in Story Mode. Once this is accomplished, save your game and log out. Then you will see Extra Mode with Story Mode and Network Mode.

The only real reason is because using the same characters offline as online allows for ridiculous amounts of hacking possibilities... and instead of blocking it Sonic Team just said no... which in the end was probably for the best.
