Once you've levelled up one tech with decent knockback, you really don't need anything else. I found that if you can control Tornado dance effectively, it's really, really good.
Works really well with a 360 pad, i'd imagine it's harder on keyboard though.

As far as I know, you buy it, same as the other PA abilities.
