Nah, on Scht you can find them reasonably easy. At least on BB you can. Not sure about on GC, but I doubt it's that much.

To create Tellusis, you use Dragon Scale on a Kama. Dragon Scale only drops from boxes in ep.4, so yes, Blue Burst only.
