as far as I have been able to tell rare frames and armors don't come with slots. you need an addslot to give it slots.

Same as other frames and armours, there is a chance they will have slots.

my mistake. I must just have bad luck with them. I don't think I've ever gotten a rare armor with slots.
oh and we seem to be getting a little bit off track.

*EDIT* Found an Angel/Luck. Will that help me find Red Items?

No. The LCK stat only affects your chance of dealing critical hits.
