I have no idea, the game doesn't mention anything, the player's guide doesn't. From what I can tell the newmans must be a race from another planet.

Actualy they lived on a planet named Coral. They sent the officials on Pioneer 1, and the main wave of Refugees on Pioneer 2. Which is the Pioneer you play on.

I think this story does somehow relate between our story. Earth is running out of natural resources and is being poluted. Perhaps someday we will be following the same story.

Faulkie, newmans are just a different sepcies of humans. I don't know how they came to be. They do touch a little bit more on newmans in episode 3, because Sil'fer is one. You can tell they are newmans because their ears are pointy like and elf or leprichon.
