I started as a FOmar and they are probably the worst at earlier levels, i would say go for a RAmar or HUcast to start of its your first char.
If you really have to play as the FOmar then you need to be quite over levelled (i was level 89 befor going into ultimate) and also try finding a weapon with good hit %.

Buy as many techs as possible, and carry max monofluid and telepipes all the time. Don't hesitate to buy more of each, because you'll need 'em. As you get to level 15ish, start on the difuid intsead, or you'll telepipe back a lot more than necessary.
My advice for a FOmar, or almost any force. Newmans can just stand for 5 minutes and regenerate it, though.
