60 Hz only works on newer tvs which suport it

To see if your TV can run under a 60Hz environment just check the TVs manual which came with it. If you cant find it just boot your GC up with PSO and hold B untill the hz select screen comes up, select 60Hz and if the TV doesnt go all mad then its fine
