Level up to Lv110. I think its something like 110 for Cane+55 to be used with the Moola.

both this site and psoworld say you need cane+55, 650 mst (i have 1132), a "moola", and a level 100 or higher force character. and i have all of that but still can't use it

you need to equip a spirit garment to make a summit moon? i thought that was only to make the brightness circle *goes to try it, comes back 2 minutes later*...
nothing changed. the "moola" still only shows the drop and sort options, no use :'(
