Episode IV will definately not be coming to the Nintendo Gamecube - I expect Episode III will be the last Phantasy Star Online game for consoles, as Phantasy Star Universe will test whether there is still demand for the series on consoles.
Episode IV will be released on Blue Burst only. Im expecting a US release in Spring with the Episode IV Expansion bundled with Blue Burst, while Episode IV is released in Japan February 3rd.

As much as we all want to hope, I think the chances of Episode IV coming out on any console is about 0.1%. I wish it would, but if they did release it for tor the next gen systems it would have to be bundled with Episode 1&2 again and I don't think SEGA would want to continue holding up Episode 1&2 servers by the time Phantasy Star Universe comes out.
