I posted the quest unlocking guide here: http://ragol.warcrafttavern.com/forums/showthread.php?t=7315, first Staffie to get to it can post it.
I think to do it, first you need to beat (first 3 quests, Secret Delivery) Doc's Secret Plan, and then you go to (first 3, Secret Delivery, Dr. Osto's Research) Unsealed Door and talk to Montague (near Prinicpals office).
